Geo Storm fuel system problem!

I bought a 1992 geo storm that has a starting problem.If you put gas in the intake it will start and run for a few seconds.The fuel pump works if you bypass the fuel relay with a jumper wire(will pump fuel to intake manifold),but not with the key on and fuel pump relay in.I replaced the relay and it still wont start.I am only getting 3-4 volts at the plug in at the gas tank.Is the fuel pump bad(runs with a jumper wire or if direct wirred)but car still wount start.OR is it something else?

The car has the 1.8L DOHC 4CYL.I was told the car ran last fall but woundn't start after setting all winter.The car will run with help of gas or starting fluid put in the intake for a few seconds.You can,t hear the fuel pump working with the key on but it will work with the fuel pump relay bypassed or direct wired to battery,but it runs constantly without stopping and the car still wount start.I am lost at what to do(is it the fuel pump,pressure regulator,the wiring,something else)?Also the fuel gage is not working either.Please help!

You have to see if you have an injector pulse at each of the injectors while cranking the engine. Use a noid light.

COULD THE ECM MEMORY BE ERRACED FROM SITTING WITH A DEAD BATTERY? I AM GETTING NO VOLTAGE AT THE TPS,THE CHECK ENGINE LITE IS NOT COMING ON ALSO.I TRIED THE ECM RELAY AND IT STILL WILL NOT START.
