why is my car whistling when it rains?

under the hood of my car when it rains there is a loud whistling sound. This only happens when it is wet outside. I thought it was some kind of belt but I had someone look at it and they said the belt was fine. Lately, the noise has gotten louder and occurs more frequently. I don't know what to do about it, my car is running loud, it's just whistling very loudly.
