When I turn my car blower fan on, I get bad smell like urine.

I drive 1996 Buick Regal with 102K miles on it and a constant "check engine light" on.
When I turn my blower fan on, I get a bad smell in the car like somebody urinated in the car.So I opened all four windows and turn the blower fan full speed with the heater setting to the fullest HOT and turned the fins outwards to get the air out from the fan filter (or whatever it is). The smell diminished for a while but after I parked the car for another 24 hrs. smell came back.
Your help in resolving this problem will be highly appreciated
