I have a 95 cadillac deville concord that ...

I have a 95 cadillac deville concord that won't start. Battery is fully charged. I've brought my key into dealer and the key is fine. They say it could be the ignition switch. I'd like to test that myself. No wires appear to be broken. Some one must of had a auto start after market installed at one time. Was running fine came home wouldn't start next morning. Any ideas???? Please advise.

Yes it is. I've got the stearing column taken apart.      I can see a couple cuts in wire sheeting but not through copper wire. Found in wire harness under stearing column broken wire green with white strip. Fixed wire tried to start wouldn't. Does stearing column need to be reassembled in order to start? Or am I in the wrong path? Thanks Master Tech
