I have a cadillac deville 1988 and parked it, then returned same day to start it and it did not. Turns over just fine, but won't even try to fire. I have noticed that if fuel is low , the engine surges. I suspect fuel pump problems, but not sure.Is there a fuse for the fuel pump?? How do I troubleshoot??

Already Tried:
checked for loose harness wires under hood and put 10 gallons of fuel in tank.

You will need to check these items,

BATTERY Damaged or faulty battery and/or connections.

COIL - IGNITION Damaged or faulty ignition coil or ignition coil circuit.

FUEL FILTER Clogged or dirty fuel filter

FUEL INJECTOR PRESSURE REGULATOR Faulty fuel injector pressure regulator or circuit.

FUEL PUMP Improperly functioning fuel pump or circuits.

WIRESET Damaged, worn, or deteriorating spark plug or coil wire(s).

CONTROL MODULE-IGNITION < wid=128>Faulty ignition control module or circuit.

SOLENOID SWITCH Damaged or faulty solenoid switch or solenoid switch circuit

FUSE Corroded, burned, or shorted fuse may be interupting power source.

FUSIBLE LINK Corroded, burned, or shorted fusible link may be interupting power source.

BATTERY CABLE Corroded, broken or poorly connected battery cable.

DISTRIBUTOR CAP < wid=128>Loose or cracked distributor cap

DISTRIBUTOR CAP AND ROTOR KIT Loose, cracked, or worn distributor cap and ignition rotor.

FUEL SYSTEM PRESSURE < wid=128>Incorrect fuel pressure being delivered to carburetor or fuel injection system.

FUEL INJECTOR

Plugged, dirty or poorly connected fuel injector.

IGNITION SWITCH Worn, damaged or faulty ignition switch or circuit.

SPARK PLUG Fouled, damaged or broken spark plug(s).

TIMING BELT Slipped or broken timing belt.

TIMING SET Slipped timing chain or worn timing gear(s).

FUEL TANK Contaminated fuel from rusted or deteriorated fuel tank.

TIMING SPECIFICATION I ncorrectly adjusted engine timing.
