I have a 95 cadillac sedan de ville and when i try to start ...

I have a 95 cadillac sedan de ville and when i try to start it the security system tells me the starter is disabled and to wait 3 minutes and try again. I waited 3 minutes and it just tells me the same thing. I checked ALL the fuses and I have 2 keys and I have tried both keys and they both do the same thing.

checked fuses. tried both keys. disconnected battery for about a minute.
