1998 Buick Century Tie Rod Problem

I have a 1998 Buick Century with about 62,000 original motor miles. I just had it's regular maintenance and the shop told me the tie rods were loose. How does this happen? What causes it? Is $400 a reasonable amount for this repair? (The $400 includes "re alignment). As you can see, I don't drive much and a new car usually lasts me 10 to 12 years without any major repairs. I've never had to deal with this before and am curious of how to prevent it in the future or what to look for when trouble is coming. What happens when these are loose? What if it isn't repaired? Thanks for you time!
