Fuel Gage

My 1997 Buick park Avenue Fuel gage behaves erratically and gets the DTC-B0533 code Fuel Sender Open/Shorted to battery. Is the problem with the sensor in the fuel tank? How do I fix this? DO I have to remove the gas tank to fix this?
