My 1998 Buick Park Ave. Tilt Wheel no longer ...

My 1998 Buick Park Ave. Tilt Wheel no longer "tilts." I tried to use it this morning and I heard a noise in it and it will no longer go up or down.
Can you describe the steps I need to do to fix it myself??
