1999 Buick Park Avenue gas tank filler tube. Will only let small amount of gasoline in at a time. Looking down the tube towards top there is a plastic looking device (valve) that sits there. You can move it around 360 degress. Looks like the flow of gas would open it up but closes instead. Any ideas what this device is and how can I eleminate the filling problem...Thanks
