Transmission

I have a 92 Buick LaSabre (front wheel drive). I have a strange problem with the transmission. When I first start the car and put it into gear - nothing. But, if I shut off the engine and immediately restart it, and put it into gear - it works - every time...

 so if you let it run eventualy will not drive?

the symtom might be of plugged filter...or not enough fluid to get it going right away

No, the first time I start the car (even yet it warm up) the transmission will not engage. But, as soon as I shut off the engine, regardless if I do this cold or the engine is warmed up, restart the engine and put it in gear - it works. I have checked all my fluid levels and all are full.
What filter can be plugged?
