The power locks on this vehicle are an integral part of the door latches. If you cannot manually lock and unlock, there is either a restriction from the linkage from the lock button to the latch or the latch itself has failed internally. To verify this you will have to remove the door panel, and disengage the linkage from the latch, check for free movement of the linkage from the button, if there in no binding, than the latch will be at fault.
