Brake problems

I own a 1990 Dodge Shadow four cylinder. New breaks were put on a month ago. It makes a metal against metal sound when I put the brakes on. I took it to a mechanic who said the a tie rod and bearing are bad. Is this possible? What could be causing this noise?
