I have an acura 89, and currently it has a problem with power steering. it is very hard to turn the wheel. What is the problem with my power steering and how am I about to fix it. Thanks!

Already Tried:
I just replace the drivebelt and bleeding the air out of the system, the power steering fluid is at the right level. What I was thinking is the drivebelt that I install is a bit loose, but no possible way that I could tighten the drivebelt. Any help with this problem would be greatly appreciated.
