What can it be?

I have a 1990 Acura Integra LS, Everytime I drive my car it wont switch to the next cylinder or gear, It works when it wants to. But once it swithces everything is fine.

low fluid

any TRANSMISSION repair company should be
able to easily diagnose this in 15 min
